Khmer Christian Counselor Association Constitution
Article I: Name
The name of this organization shall be Khmer Christian Counselor Association (KCCA).
Article II: Vision, Mission, Value and Strategy
-Vision
A united community of Khmer Christian Counselors promoting a wholistic approach to all those in need of emotional wellbeing.
-Mission
KCCA’s mission is to equip, support, and serve the community with wholistic care by strengthening Christians who practice counseling professionally, clinically and Christians who practice Christian counseling, thus impacting the nation of Cambodia with transformation and the good news of the gospel.
-Purpose
To promote excellence in Christian, Professional, and Clinical Counseling in accordance with Biblical principles and professional ethics, supporting Cambodian communities spiritually, emotionally, and mentally through training, Supervision, and collaboration.

- Professional: Members prioritize personal development, professional conduct, and ethical standards
-Strategy
Members come together to provide and set standards for counselling, coaching, training, and clinical supervision, and to serve the Cambodian community including churches and organizations.
Article III: Purpose
To promote excellence in Christian counseling in accordance with Biblical principles and professional ethics, supporting Cambodian communities spiritually, emotionally, and mentally through training, advocacy, and collaboration.
Article IV: Statement of Faith
We affirm the centrality of Jesus Christ, the authority of the Holy Scriptures, and the transforming power of the Holy Spirit in guiding and shaping the counseling profession.
Article V: Membership & Benefit of Joining KCCA
K-CCA Membership Categories:
Open to Christian counselors, clergy, pastoral care providers, students, and affiliates who support the mission.
- Membership types may include Full, Associate, Student, and Honorary.
- Members agree to uphold the ethical and spiritual standards of the Association.
Annual standard fee: $20 = 80,000 Riel

Membership Timeline
- Membership termination
- Two years requirement
- Membership is automatically terminated after three months, no payment fee or no informing of the extension to KCCA.

Article VI: Governance
- Board of Directors: Consisting of President, Vice President, Secretary, Treasurer, and two Members-at-Large.
- Terms: Each officer shall serve for a two-year term.
- Duties: Defined in bylaws and include overseeing programs, finances, and strategic direction.
Article VII: Meetings
- Annual General Assembly for all members.
- Board meetings held quarterly.
- Special meetings may be called as needed by the President or a majority of the Board.
Article VIII: Ethics and Discipline
Members must conduct themselves in accordance with biblical values and professional counseling ethics. Breaches may result in review and disciplinary action by the Board.
Article IX: Amendments
This constitution may be amended with a two-thirds majority vote of the members present at a duly called general meeting.
Article X: Dissolution
In the event of dissolution, assets shall be distributed to a Christian organization or charity aligned with the purpose of KCCA, as decided by the Board.
Article XI: Duties of Officers
Section 1: President
The President shall:
- Provide spiritual and strategic leadership for the Association.
- Presiding over all meetings of the Board and General Assembly.
- Represent the Association in all official capacities and external relations.
- Oversee the implementation of the Association’s mission, vision, and core programs.
- Appoint committees as needed, with Board approval.
Section 2: Vice President
The Vice President shall:
- Support the President in leadership responsibilities.
- Assume the duties of the President in their absence, resignation, or incapacity.
- Oversee the development of partnerships and professional training initiatives.
- Chair designated committees or working groups as assigned by the Board.
Section 3: Secretary
The Secretary shall:
- Keep accurate records of all meetings, including minutes of Board and General Assembly sessions.
- Maintain official documents, correspondence, and membership lists.
- Ensure proper notice is given for meetings and elections.
- Assist in administrative communications and recordkeeping.
Section 4: Administrator
The Administrator shall:
- Manage the daily operations of the Association under the supervision of the Board.
- Coordinate logistics for events, meetings, and training activities.
- Support member services and inquiries.
- Maintain databases, websites, and digital platforms.
- Assist the Secretary and Treasurer where necessary.
Section 5: Treasurer
The Treasurer shall:
- Manage all financial accounts of the Association.
- Receive and disburse funds as authorized by the Board.
- Keep accurate records of all financial transactions.
- Provide quarterly financial reports to the Board and an annual report to the General Assembly.
- Ensure compliance with legal and ethical financial practices.
